MCA President Dato' Seri Dr Ling Liong Sik said that the UTAR would function as an international university that would cater to both local and foreign students from Asian countries such as China, India, Indonesia, Philippines and Thailand.

UTAR would strive to be a center of academic excellence by offering the foreign students a combination of a high standard of education and a low cost of living.
