In line with UTAR's Vision and Mission, DHR aims to attract and recruit staff with the qualities the University needs. It also sets out the ways in which the University will retain staff through effective rewards, good management, leadership and conducive working environment.

DHR also aims to develop a customer focused role for every staff so that they become recognised and respected for this value-added quality on top of their expertise and the 'support through partnership' they provide to the faculties/divisions.
